Project Design - Support to PHARE Economic & Social Cohesion Programme

Following receipt of Candidate Country status in June 2004, Croatia became eligible to participate in the EU’s pre-accession instruments (PHARE; ISPA, SAPARD subsequently replaced by IPA), resulting in a need for the country to take ownership and responsibility for preparing measures and projects under those programmes. Working principally with the Ministry of Economy, Labour and Entrepreneurship, West Midlands Enterprise commissioned Pinto Consulting staff to prepare, jointly with the relevant institutions, the PHARE 2005 and 2006 programmes in relation to SME policy (as well as regional development and human resource development). Our staff was responsible for the programming of SME development projects, focusing on building up the capacity of the Ministry of Economy, Labour and Entrepreneurship’s SME Department to implement the SME chapter of the acquis communautaire and the Charter for Small Enterprises (€2.5 million); and the development of a business related infrastructure grant scheme (€5.5 million). The PHARE 2006 project was also designed (grant schemes for export to EU countries, combined with technical assistance to enhance technology transfers, innovation and export - €7 million).

- Design of a new EC-approved SME policy and institutional development project.
- Design of a new EC-approved grant scheme targeting export oriented SMEs.
